Origins and purpose
Historical context
Germany rebuilt its light-cruiser force gradually under the restrictions that followed the First World War. Emden began as a conservative replacement design, followed by the more ambitious Königsberg class and the improved Leipzig and Nürnberg. These ships served as scouts, minelayers, training vessels and gunfire-support ships, but their light construction imposed real limits in open-ocean operations.
